ST. THOMAS - In a ruling that sets a standard for libel cases involving public figures in the territory, the 3rd U.S. Circuit Court of Appeals has affirmed two local court rulings and found that The Daily News did not make defamatory or libelous statements against former V.I. Superior Court Judge Leon Kendall.
The precedent-setting 3rd Circuit judgement, released Friday, says that the V.I. Supreme Court correctly held that Kendall cannot establish actual malice for his libel claim against The Daily News.
