ST. THOMAS - A leaking roof, dysfunctional air conditioning units and a number of Occupational Safety and Health Administration citations are the latest obstacles preventing the opening of the Charles Wesley Turnbull Regional Library, according to Planning and Natural Resources Commissioner Alicia Barnes.

"We are now revising our schedule to come up with a more realistic time frame in light of what happened with the air conditioning units, the leaks in the roof and the OSHA citations," Barnes said. "We are working very diligently to address all of the issues to ensure that we open the library in a timely manner."
