ST. THOMAS - Gov. John deJongh Jr. has signed an executive order to adopt a community-driven blueprint for revitalizing Charlotte Amalie.

The order backs "The Town's Blueprint: A Vision and Code for Historic Charlotte Amalie," compiled by Florida-based Dover-Kohl and Partners. The project encouraged active citizen involvement in the application of form-based zoning - which emphasizes the physical form of a built environment to "encourage, preserve and restore high-quality public spaces" - to the downtown area.
