ST. THOMAS - The two companies that run passenger ferries between St. Thomas and St. John are proposing to create a new "tourist" category to shift the burden of potential rate increases to visitors and away from most residents.
Rates for children, seniors and most adult residents would remain unchanged if the V.I. Public Services Commission, which sets the rates for the companies, adopts the joint proposal of Varlack Ventures and Transportation Services of St. John.
