Fiscal year opens under old budget as new awaits governor's signature

ST. THOMAS - Today is the first day of the 2013 fiscal year, and the new budget is not yet in place.
The V.I. government operates on a fiscal year calendar of Oct. 1 to Sept. 30. If a budget is not approved before the new fiscal year begins, the government operates on the previous year's budget appropriation.
