Hurricane Center warns V.I. of T.S. Rafael's approach

ST. CROIX - Tropical storm conditions are expected to spread across the territory as newly-formed Tropical Storm Rafael passes very near the Virgin Islands today and tonight.
Forecasters expect the stormy weather to continue through the weekend.
