Judge: Russell cannot represent Legislature

V.I. Superior Court Presiding Judge Darryl Donohue Sr. issued an order Thursday disqualifying Senate President Ronald Russell from representing the 29th Legislature as its counsel in a motion to block The Daily News from access to public records.
The newspaper sued the Senate last week after a request for public documents has gone unfilled for more than 10 months.
