Legal costs, aging prisoners swell budget, Corrections director says

ST. CROIX - V.I. Corrections Bureau Director Julius Wilson defended his department's $25,796,230 Fiscal Year 2013 budget Friday, saying that it's been a challenging year and the bureau is faced with mounting demands to improve conditions in its facilities.
