New rules being developed for Vendors Plaza merchants

ST. THOMAS - The V.I. Department of Licensing and Consumer Affairs is holding a meeting today with Vendors Plaza merchants.

All vendors are asked to attend the meeting, which will be at 6 p.m. in the Small Business Development Center's conference room on the second floor of Nisky Center.

DLCA Commissioner Wayne Biggs Jr. said he is looking for input from the vendors on proposed changes to the rules governing the plaza.

"We want to get their input on the front end," Biggs said.

The existing rules were approved in January 2010, and were based on the ones implemented in 1992 regulating all vendors. They include reducing the number of vendors in Vendors Plaza from 64 to 58, requiring all vendors to wear DLCA-issued badges, revoking the permit or license of any vendor convicted of a felony and mandating that Vendors Plaza merchants use government-issued table coverings and uniform 8-foot by 8-foot tents.

The DLCA has the authority to create and enforce rules and regulations for the groups licensed through the department, including the vendors at Vendors Plaza. The new rules and regulations apply to all vendors in the territory but have special provisions laid out for the vendors in Vendors Plaza as well.

In April 2010, the vendors were required to use uniform blue tents, purchased by the government in 2008. The tents have since become weathered and faded, and DLCA is planning to issue new tents soon.

The new tents will also be discussed at the meeting, Biggs said.

"We want to go over that with the vendors prior to implementing them," he said.

The new tents still will be blue but will have the new V.I. Tourism Department logo - the colorful, juggling mocko jumbie.
