Public Finance Authority approves contract to finish Turnbull Library

ST. THOMAS - The V.I. Public Finance Authority on Friday approved a contract to finish the construction of the Charles W. Turnbull Regional Library.

The authority's board of directors approved a $120,000 contract with NIMAL LLC, a St. Thomas-based project management company, that will oversee the final touches to the library, which already is partially functioning.

The cost will cover the installation of the library's 105-kilowatt photovoltaic system; landscaping; signage; and an exterior wall that will surround the library, according to V.I. Public Works Commissioner Darryl Smalls. The photovoltaic system is hoped to save the library as much as $30,000 annually in utility costs, he said.

NIMAL LLC also will oversee the replacement of the roof, though the cost of replacing the roof will be paid for by the original contractor responsible for its installation. After its installation, the roof was making loud popping sounds when it heated and cooled, and the contractor is preparing new panels to be installed.

Construction of the new library began in 2008, and its completion is expected to take another 12 months, according to Smalls. The estimated cost of the library's construction now is about $24 million, Smalls said.

In other business Friday, the Public Finance Authority board also discussed the Paul E. Joseph Stadium on St. Croix. The board considered a resolution to issue a $17.5 million bond to cover the bulk of costs associated with constructing the ballpark fields, concession stands, locker rooms and 3,500-seat stadium.

The board decided to delay taking action on the bond until it receives more information about construction costs from V.I. Housing, Parks and Recreation Commissioner St. Claire Williams.

The remainder of funding to cover the expected $20 million price tag is expected to come from $2 million from the St. Croix Capital Improvements Fund, and another $1.7 million from the Public Finance Authority, according to Public Finance Authority Executive Director and V.I. Finance Commissioner Angel Dawson Jr.
