ST. CROIX - Independent monitors tracking the V.I. Police Department's efforts in meeting a federal consent decree said in a recently released report that police are continuing to make progress - but "a tremendous amount of work remains."
For example, in the recently released report, monitors found that police are not reporting all of their uses of force; that the Police Department is not always investigating the incidents in a timely manner; and that the investigations are not always adequate or complete.
