ST. THOMAS - Gov. John deJongh Jr.'s financial team told senators Friday that the territory's $1.1 billion Fiscal Year 2013 budget is balanced by reducing departmental budgets, collecting two years of property taxes and borrowing $60 million.
The team was in the Senate on Friday to give an overview of the proposed budget, the territory's economic outlook and the revenue projections for the coming year.
