ST. THOMAS - The V.I. Senate teetered on the brink of chaos Monday night before voting to approve a bill that, if signed into law, will give federal law enforcement officers standing as local peace officers.

A fracas erupted shortly after two motions from Sen. Usie Richards failed, making it clear the bill was likely to pass the chamber where it has been stalled for two years. Richards first moved to table the bill indefinitely, then moved to send it back to committee.
