V.I. Attorney General details confrontation

ST. THOMAS - In a summary report of an investigation into misconduct by officers of the Department of Planning and Natural Resources, Attorney General Vincent Frazer detailed more acts of intimidation by an officer who was reprimanded for mishandling his rifle during a July enforcement campaign that inflamed residents and boaters in the Coral Bay area on St. John.
According to the report, which was released Monday, a resident complained that the officer boarded a boat with his rifle and ordered a man to allow officers to search his cabinets without having a search warrant.
The officer also photographed and demanded identification from a group of residents because he felt they were withholding information about a speeding boat from him, according to the report.
