WAPA vehicle seen parked outside a bar on Moravian Highway on a Wednesday afternoon

A Daily News reader submitted this photo of a V.I. Water and Power Authority vehicle parked in front of a bar/restaurant on St. Thomas along Moravian Highway near Airport Road in January.

The reader said the vehicle, W&P 146, was parked in front of the bar a little after 1 p.m. on Jan. 8, a Wednesday afternoon, when the reader snapped the photo.

The Daily News contacted WAPA spokeswoman Jerain Fleming about the WAPA vehicle and what it was doing at the establishment that afternoon.

Fleming took the information and later responded, saying that the vehicle in question is assigned to WAPA's Line Superintendent, Vincent Maynard.

"It has been determined that the establishment in front of which the vehicle was parked provides food services," she wrote in an emailed response to the Daily News inquiry. "No policy appears to have been violated."

A reader sent in a picture of a vehicle with the same license plate parked at Lindqvist Beach on a Sunday afternoon in September 2012.

The Daily News contacted Cassandra Dunn, who was WAPA spokeswoman at that time, about the picture. Contacted the evening before it was published, she said she had tried but had not been able to get information about who was driving it and what they were doing. It was unclear whether the vehicle was assigned to the same person at that time.
