Why has WAPA has failed to heed 2009 Inspector General's Report?

This is an open letter to Hugo Hodge Jr., executive director of WAPA:

At your encouragement to Virgin Islands power consumers, I read the U.S. Department of Interior's Office of the Inspector General's Energy Production in the Virgin Islands Report No. VI-EV-VIS-0002-2009 pertaining to its audit of administrative functions related to energy production by the Water and Power Authority.

The report gave a comprehensive overview of the problems faced by WAPA and suggestions for short-term relief from the highest rates in the nation. The OIG Report concluded with four recommendations to Gov. John deJongh:

- Johanna Harrington, St. Thomas.
