Why no action on Inspector General's 2009 recommendations on WAPA?

This is an open letter to the V.I. senators:
I just read the Office of the Inspector General's 2009 report on WAPA. Can any of you tell us if any of the recommendations by the Inspector General stated in this report have been followed since it was issued in 2009? Has anyone in our government or legislature followed up on this blueprint of recommendations submitted by the Inspector General to encourage WAPA to follow these guidelines in order to save the ratepayers' money?
Please note that on the bottom of Page 8 of the report, is states that as of that time in December 2009, there had been no forensic audits of WAPA for 10 years. It is now January 2012, and 13 years later there is still no order for a forensic audit of WAPA!
Why is that? Why has Sen. Nereida O'Reilly's Bill for a Forensic Audit of WAPA been held back in the Legislature's Legal Counsel's Office for the last three years?
The Inspector General did conduct a government-wide audit of official use of credit cards in 2004 (which is another interesting read) and within WAPA they found 16 credit card holders who had personal charges of more than $59,000 each. Even though WAPA did not pay for their usage of the card, it negatively impacted WAPA's credit when five cards were canceled for non-payment.
